Dunoon holiday let plans backed despite roads safety concerns

PLANS for a change of use of a building outside Dunoon to form three letting units have been recommended for approval – despite concerns from roads officials.

The proposal for the site at Tigh Beag, Dunclutha, on Marine Parade, have received no objections or expressions of support from the public.

However, Argyll and Bute Council roads officers have objected to the plans lodged by an applicant listed as a Mr A. Owen.

A report said that planning permission was previously granted for a conversion of the building into three holiday letting units on the site in 2021.

The council’s planning, protective services and licensing committee will consider the application at its meeting on Wednesday, October 21.

A separate application for a retrospective change of use of land to form nine campervan pitches and one overspill pitch, listed at the same address, is also on the agenda.

A council officer said in a handling report: “The development is considered to support tourism and the local economy without affecting housing provision. Visual impacts are considered acceptable due to the site’s location.

“The roads authority maintains an objection primarily due to a section of private access road that exceeds preferred gradient standards.

“However, officer assessment concludes that the issues can be mitigated through conditions and access improvement works.

“Because the roads objection remains unresolved, the application requires determination by the PPSL committee.”

The report added: “The proposal is acceptable in planning terms, accords with relevant National Planning Framework 4 and Local Development Plan 2 policies, and that any outstanding matters can be addressed through planning conditions.

“It would bring a vacant building back into productive use and generate revenue, helping to support the site’s longer-term redevelopment aspirations.

“Despite the continuing roads authority objection, planning officers’ recommendation is that planning permission be granted subject to conditions as a minor departure to the development plan.”
