Plans to demolish Oban flats

PLANS have been submitted for the demolition of a derelict three-storey residential block in Oban.

West Highland Association has submitted a prior notification of demolition to Argyll and Bute Council for the site at 399 Campbell Street.

The site is to be redeveloped for four new residential properties, with contractors deciding it is best to demolish the existing building.

Photos submitted as part of the application show the extent of how the building has fallen into disrepair, with collapsed ceilings and floors and widespread damp and mould.

A statement by Inch Architecture said: “The site is to be redeveloped to provide 4no. new residential properties on the site. The initial intention of the proposed redevelopment was to retain the existing structure and retrofit for residential use.

“The condition of the existing building has proven to be unsafe and unfit for redevelopment, for this reason the decision has been made to demolish the structure and proceed with a new build development.”

It then quoted Harry Haddow structural engineers, who said: “Following our discussions and Barry’s [demolition contractor] conclusions, it is clear that the building is in very poor condition.

“Significant internal collapse has occurred, and internal movement has placed additional stress on the external elevations. This is evidenced by recent cracking and movement in the stonework, which appears clean with no sign of vegetation growth.

“Of particular concern are the three dormer windows on the front elevation. The stones forming these windows are in an extremely deteriorated state, and there is a real risk of collapse, especially under extreme weather conditions, as highlighted in Barry’s report.

“We strongly agree with Barry’s recommendation to avoid using the beer store, refuse area, or fire escape route without substantial additional protection.

“We advise installing crash decks and implementing enhanced safety measures to mitigate any potential risks. The building should also be properly secured to prevent unauthorized access, with clear warning signs posted to alert anyone in the vicinity to the danger.

“Given the risk of collapse, it’s crucial that the existing owner be immediately notified so that they can take measures to protect the public.”

The statement added: “The condition of the building and the above statement has been reported to the Argyll and Bute Council building control and a demolition warrant is to follow suit.”
