ARGYLL and Bute Council’s leader has paid tribute to the area’s provost, who passed away this week.
Douglas Philand had served the Mid Argyll ward as an independent councillor continuously since 2007, and became provost in 2024. His passing was announced by Argyll and Bute Council this week.
Councillor Jim Lynch (SNP, Oban South and the Isles) spoke at the start of a meeting of the council’s policy and resources committee on Thursday, August 20.
He said: “Dougie was an incredibly talented supporter and dedicated councillor, who always put his constituents first.
“He had a kind word for everybody and a joke or two. His cheery smile will always be present, even in the most challenging circumstances.
“He is a sad loss to the chamber, and the community of Argyll and Bute that he served so well.”
Depute provost, Councillor Jan Brown (SNP, Mid Argyll) had already issued a tribute the previous day, saying: “It is with such huge sadness that we learned of the passing of Councillor Dougie Philand. He has been part of the council for such a long time that it is very difficult to imagine it without him.
“Dougie served Argyll and Bute through varied roles as a councillor and did so with dedication and determination to deliver the best for his area. More than that, he did everything with a smile, warmth and kindness which were welcome in all circumstances.
“Even in dealing with prolonged illness, Dougie maintained his characteristic positivity, determined to fight on and to keep smiling.
“We will miss Dougie for his experience, insight and positive nature, and will remember him with thanks and gratitude for his years of dedication and hard work for Argyll and Bute.”
