Helensburgh shop Wicker and Wine wins provisional licence

A NEW Helensburgh shop has been granted its provisional premises licence after a hearing by councillors.

Management of Wicker and Wine, on West Clyde Street, applied to the Argyll and Bute licensing board to add on and off sales to its deli/farm shop.

The application was originally listed as being for a premises licence, but a clerk to the board advised it would be heard on a provisional basis instead.

The board met and unanimously agreed to grant the licence provisionally on Tuesday, April 21.

Licensing standards officer Raymond Park said: “Activities for outdoor drinking have been put aside to a later date. The applicant will contact the planning department and maybe come back to the licensing board.

“He has completed the operating plan and in terms of children and young persons, they will be permitted when accompanied by an adult aged 18 years or over.”

Councillor Kieron Green (Independent, Oban North and Lorn) then asked: “You mentioned about the lack of baby changing facilities.

“This is on and off sales, and the regulations say that if no baby changing facilities are available, children aged under five cannot get in.

“How is that for off sales, because there are a few shops with no toilet facilities. Is there any flexibility?”

Mr Park responded: “In this case there is no issue with a pram coming in while somebody is served, and then going straight back out. It is only if they are there for any length of time. I would have no issue with that.”

Councillors then unanimously agreed to provisionally grant the licence.
